Is it to formal to wear high heels with a tunic dress to a high school soccer banquet?

If you want to wear heels with any dress it would probably always be appropriate....would dress the outfit up some, but not too much. Formal is not really the word because that means a really dressy dress, and tie and tails for the guy, etc.....If you want to know if that would be too dressy...I think heels always add to the looks of your outfit...would probably look nice.
